What the source verifies
- Issue
- A national framework for prevention, control and abatement of air pollution, with measures planned at national, state and city scales.
- Documented action
- The programme was launched as a time-bound national strategy. The 2019 launch record describes city-specific action plans; a later MoEFCC release describes coverage of 131 cities in 24 States/UTs.
- Stated goal
- The 2019 release proposed a 20–30% reduction in PM2.5 and PM10 by 2024 against a 2017 baseline. On 23 March 2023, MoEFCC described a revised goal of up to 40% reduction in PM10 or achievement of the national standard in target cities by 2025–26.
- What the source verifies
- The cited primary sources document the programme launch, intended city plans, coverage and target definitions. They do not verify implementation in every city.
- Reported results
- The Observatory has not calculated a national result. The 2023 PIB release publishes selected city-level PM10 comparisons; those are not CPCB city AQI and do not establish that NCAP caused a change.
- What to check next
- Use a later official report with the same pollutant, units, baseline and city coverage before updating comparable progress. No newer national outcome series is verified here.
