Clean-Air Action Tracker | India Clean Air Observatory
Track dated clean-air goals, plans, orders and implementation across India, including Delhi-NCR. Reported records are not measured outcomes.
Plans, announcements, verified implementation and measured outcomes are different evidence stages. A stated target is not a measured result.
Curated, dated action records
Each entry distinguishes what a dated primary source documents from what it does not establish. A plan, announcement or order is not proof of completion or an air-quality effect.

National Clean Air Programme (NCAP)
India · Ministry of Environment, Forest and Climate Change (MoEFCC), with central, state and local partners · Plan / programme goal · announced 2019-01-10
Issue: A national framework for prevention, control and abatement of air pollution, with measures planned at national, state and city scales.
Documented action: The programme was launched as a time-bound national strategy. The 2019 launch record describes city-specific action plans; a later MoEFCC release describes coverage of 131 cities in 24 States/UTs.
Stated goal: The 2019 release proposed a 20–30% reduction in PM2.5 and PM10 by 2024 against a 2017 baseline. On 23 March 2023, MoEFCC described a revised goal of up to 40% reduction in PM10 or achievement of the national standard in target cities by 2025–26.
Evidence and limit: The cited primary sources document the programme launch, intended city plans, coverage and target definitions. They do not verify implementation in every city. The Observatory has not calculated a national result. The 2023 PIB release publishes selected city-level PM10 comparisons; those are not CPCB city AQI and do not establish that NCAP caused a change.

Mumbai PM10 result reported under the clean-air programme
Mumbai, Maharashtra · Ministry of Environment, Forest and Climate Change (MoEFCC) · Measured outcome reported · announced 2023-03-23
Issue: The cited release reports annual-average PM10 for Mumbai against a stated 2017–18 baseline.
Documented action: A MoEFCC press release dated 23 March 2023 published Mumbai’s PM10 result for financial year 2021–22.
Stated goal: The same release described a programme goal of up to 40% PM10 reduction or achievement of the national standard by 2025–26 for target cities.
Evidence and limit: The dated PIB release gives a city annual-average PM10 value and comparison with its named baseline. This entry is limited to that government-reported record. MoEFCC reported Mumbai PM10 at 102 µg/m³ in FY 2021–22 and a 34% improvement against the FY 2017–18 baseline. This is a PM10 concentration comparison, not a city AQI reading; this record does not adjust for weather or show that a specific policy caused the change.

DPCC order on re-inventory and assessment of 47 CAAQMS
National Capital Territory of Delhi · Delhi Pollution Control Committee (DPCC) · Public order / announcement · announced 2026-08-06
Issue: The order concerns an administrative re-inventory and assessment of continuous ambient air-quality monitoring stations (CAAQMS).
Documented action: The official DPCC archive lists an order titled “Re-inventory and assessment of 47 CAAQMS”.
Stated goal: The order title identifies the intended review; a broader purpose or completed assessment is not asserted here.
Evidence and limit: The dated primary order is linked from DPCC’s official Office Order & Circulars archive. The Observatory has not verified a follow-up report or completed re-inventory. No completed assessment results are published in this record.

CAQM revokes Stage I GRAP actions in Delhi-NCR
Delhi-NCR · Commission for Air Quality Management (CAQM) · Public order / announcement · announced 2026-03-16
Issue: The Graded Response Action Plan (GRAP) sets staged measures for air-quality episodes in Delhi-NCR.
Documented action: A CAQM order states that Stage I GRAP actions were revoked with immediate effect on 16 March 2026.
Stated goal: This record documents a stage revocation only; it does not infer the order’s rationale or the current GRAP stage.
Evidence and limit: The original dated CAQM order records the revocation. It does not verify compliance with earlier measures or current restrictions. No air-quality result or policy effect is claimed.
